No one buys eagle song strictly for eagle song. The items it builds into are the highest agility granting items in the game. Plus I've often seen it bought last on the list so when they have the gold people can just roll into the upgrades.
Remember, that's a chance for a possibly fed carry not to damage you.
Yasha is a cheap mid game item that builds into late game items. If the same could be done for butterfly it would be way to good. 65 damage (for an agility hero) AND attack speed with some evasion should not be easy to obtain.
Manta is in a good place by bringing a purge, confusion to the enemies, and some ok damage increase from the illusions but it is rather situational since a handful of heroes can work with the illusions effectively. Butterfly brings a very high damage boost and evasion to your typical carry while manta expects you to have some qwirks to your hero to be able to use it effectively.
Most heroes who pick up a yasha would prefer the illusions from manta or the slow from S&Y much more than just having more damage. Butterfly already increases effective HP with it's 35% evasion, it doesn't need to also give HP from dragon lance on top of it's effective HP increase.
It's true the item isn't bought as much because it's so difficult to build and expensive but changing that would also require lowering it's effectiveness. It brings a very large damage boost to an agi carry as well as improving their effectiveness against an enemy carry in most situations. If the item was made for so for mid game like you'd prefer it also wouldn't be as effective since magic damage typically reigns at that time from nukers like tinker, invoker, and meepo. The evasion wouldn't be nearly as effective since carries would mostly still be farming, and a range increase or movement speed increase instead would help but only by a bit. Plus most heroes who alreay buy a yasha for it's other uses would need to buy 2 or which wouldn't stack the movment speed making 1/3rd of a 2k item useless. Dragon lance could use more attention though.
