Stifling Dagger will debuff a target with the Echo Sabre's brief slow regardless of the item being in cooldown or not (it's still possible to have 2 units simultaneously affected by the Echo Sabre slow in this way, one with Stifling Dagger and another one with her normal attack).
Well I don't know what their attack speed is but with the double attack and slow it just seemed like it might be good for them. I guess I can't really say.
I can kinda see it on Slardar as a carry item that gives attackspeed and some tankyness on the cheap. Get it after blink and maybe armlet, before bkb and ac.
Spiritbreaker seems like a good fit, since it ups your chance to get a stunlock on the target of your charge and the mana lets you stay on the map longer. Get Urn or MoM and then Sabre.
Tiny might get it to increase his burst damage, though doing so will hurt his scaling. You'd get it after blink and before anything else. I could see it on a mid Tiny with a good start.
Sven could get it, but he has a lot of competition for the slots, just like Tiny.
Slark seems a natural choice, this item helps his mana issues post Shadow Blade and gives him a bit of extra max hp.
Spectre might work, if you get it fast enough with a maxed desolate you could hunt weak heroes really easily.
PA might like this, slowing on dagger and on attacks would make her very sticky. Probably need a damage item quickly after though.
