Immortals, is it too much?
I remember the first time I started exploring on the cosmetics which a few months after I started dota, Immortals were very rare. They may not had effects as we have today but being rare made them so much precious. Also a very few heroes had Immortals which made them even more interesting and valuable as well.
But now many new immortal treasures are being made available with each event. More and more heroes are getting immortals each year.
I'm not saying that this shouldn't happen. But I feel that the curiosity and worth is falling down.
Alternative suggestion could be to release at most one immortal treasure every year. Although this will also saturate after some years but at least it will be slower.
Also instead of giving arcana votes, immortal votes could be kept as arcana is the most precious items and like what happened this year could be prevented. Also it will be a mystery till the end which adds to the excitement.
And as I always mention this is just my pure opinion and no intention of hurting anyone's feelings.

Immortals were rarer because when the first immortal sets were coming out, it wasn't the status quo to have you imaginary internet wizard books for TI whatever, so now that time has passed and there are more players, there's a set amount of those older immortals and more demand. Admittedly, those older ones aren't usually that great, just a simple piece with like an ambient effect, but at the time, by comparison, they were pretty neat for cosmetics in the game. As the DotA community has expanded, so has the capabilities of the wizard hat creation. And really, the immortals are one of the biggest selling factors on the compendiums, so Valve won't hesitate to milk them. But immortals do have the bonus feature of them actually being made by Valve, rather than a workshop import, and usually have a better quality and even usually get nice effects. Even if some of them are quite ugly in by most opinions.

The game is growing so Valve has to keep up. The first Ti, only a small handful of heroes were available. Now, the pool has grown quite significantly so they have to step up their game. Yes, the vaule of immortals are dropping but they are not the rare item. It is the rare and very rare items in each chest what makes the chest so valuable. Valve need to give something to its player base while still giving out rare and very rare items to make some profit.

This is how they keep their player base. After 3 years, dota still have a majority of its players because valve did something right. They can't please all the players but at least they still have a good chunk of their players.

I think the one thing valve did really well is listening to its players. They have voting for arcana and reskins (even though Io will most likely win, but is hated by many). That is a great way to get the community involved with the development of the game). They do a regular balancing each update to keep each heroes involved with the meta. Unfortunately, they are limited in heroes because this game is based off from the Original Dota 1. Unlike other mobas, which can make new heroes as they pleased. So Dota is taking a longer time to release new heroes.

I'm going to take a fobidden road down a very dark alley. Please forgive me for I am biased but with reasons. Unlike League of Legends, Riot have turned a deaf ear on its community outcry. People are begging for this and that but Riot refuses to give it to them. They left the community out of developement and the game has taken a bad turn. They keep releasing new champions that way stronger than the old champions. This makes most of the old champions obsolete. they tried to bring some old champion with a rework but it is still a long shot from making the game balanced. Also, they turned off their solo queue matches and replaced it with a dynamic matches. This tend to favor the team that is stacked because of strategy. the other team is stuck with "going with the flow" but has no real strategy.

I get it that it's a strategy of valve to attract players but in the near future when there will be too many immortals, I think players will lose interest in it and valve will have to come up with another innovation.

They can reduce number of immortal treasures to one and release sets with more particle effects so people will still be attracted and immortals will get their rarity back.

The "innovation" was the introduction of the collector's cache and the rare / very rare items from the compendium...

Ya that was innovation but number of immortal treasures was the main selling point, right?
