Grats on those "many games". Items however underperform on some metas because they apply as certain hero counters that just aren't being picked. Also some items are just too good for the price, Aether Lens or Echo Sabre being two examples. Halberd is underbuilt because it's not a damage item or a sustain item that normally goes on a carry, rather a greedy support for non bkb carries (or more specifically, forces carrys to BUILD a BKB just to counter the item). Examples of these being Magina, Yurnero, Medusa, Void (semi, initiation), and some others like Alchemist. It's about the same with every other item I can think of that goes above 4k gold; Carrys can't build it because it deviates their build and supports can't build it because they're occupied with either Wards or going to a dagger or a force staff.

The only item that I can think of that really goes off the radar is Atos; It's great HP and stats for some supports like Skywrath Mage.
