Exclusive Fullscreen and Borderless Window

Why is there no 1920x1080 in the Exclusive Fullscreen? I can select only up to 1366x768.
But in the Borderless Window mode, I can select the 1080p.

Operating system: Microsoft Windows 10 Home Edition 64-bit
Video card: AMD Radeon R9-390
Video driver: Radeon Software Crimson 16.6.1
Set Launch Options: -dx11 -high +con_enable 1 +exec Autoexec.cfg -antiaddiction_test

I'm a bit of a noob with this stuff but can you not change the aspect ratio in settings with each one opening a different set of resolutions? I remember having resolution problems quite a while ago and believe this is how I solved it.

When I switch it to 16:10, it only supports up to 1680 x 1050.
I've tried several trial and error. I believe it's a Dota issue, not on my video card driver.
