Personally I think it's beyond stupid because it inconveniences all users including honest users, who don't do that kinda stuff. In my opinion Valve should just change that system, so that when you use a credit card, you can't use the Steam Wallet immediately to purchase stuff. Those users who use that payment option, should have to wait those 30 days to use their Steam Wallet or use another payment option. Not sure if that's legal though, I don't know the specific customer laws.
I don't have that mobile authenticator thingy and for me the gift restriction is 1 year. You have to be in my friendslist for over a year or I can't gift you stuff. If I want to sell on the market, my items are on hold for 14 days before they are listed. If try to trade my items, they are on hold for 14 days before the trade is completed. Guess what I won't be doing ever again (until I get a smartphone I guess)...
