Without posting system specs no one can really help you aside from saying all the normal stuff like update your drivers/system, try a fresh restart, and etc.
Most people have no such issues with the game, so the issue is most likely tied to your network or your computer.
Do you have any other game controllers (xbox, joystick, etc) connected? If so try disconnecting them and see if the issue persists as a different user input device is a common issue with stuff like this but I've never seen it in DOTA.
Do you have this problem when you don't use a customized layout and only test the default?
i was using my phone's wifi on my pc. removing that usb somehow fixed it. so weird.

Hello! Thank you for your comment! I tried to disconnect everything from my PC: headphones, microphone, speakers. It didn’t help :( I am using a LAN cable connection from the router. My motherboard doesn’t have a Wi-Fi adapter. At first I thought it might be a connection problem until I found that the problem appears after certain manipulations. This is a regularity. Packet loss I didn’t notice. I’m not sure, but if I can say, I think that there is a problem with the software. Maybe the update called something for such a problem or something like that.
Could be a utility program needs updating, for example if you are using Corsair stuff you would have iCUE running in the background; or Logitech would have its own software. I would try reinstalling this if that's the case.
I'm sure you've already tried it, but I would also disconnect and reconnect the keyboard and mouse into different USB ports than they are in now.

Mouse: HyperX PulseFire FPS PRO RGB. I have software for these two devices, it works in the background, there are no changes. I downloaded it recently, before and after - the same way. The problem exists.
