just the spells hit back to enemy and not teammate right?

You can also use it to purge current debuffs so if you have a slow/silence you can clear it from yourself and you can use it for the same reason on allies too.

Is it only reflect if we activated before enemy cast spell or not? Like reaper scyte, if our teammate get lock by that skill and before the damage dealt ( that skill have some delay) we use lotus on our teammate? What will happen? Reflect or not?

Lotus works similar to linkens except it reflects the spell (single target spells) when an enemy casts them on you i.e You cast the same spell back on to the enemy. So to answer this you have to have lotus cast 1st on your self or teammate BEFORE enemy casts spells on you.
There are some mechanics behind the spell reflected. Go watch some youtube videos about lotus mechanics in dota. Need lengthy explanations otherwise.

Shackles and Dismember reflected do not stop when you move or are stunned. So if Pudge chops you with Lotus orb, you will chop him, but you can move and his ability gets canceled (cuz it channeled stun)
