So what does it mean? can i put a prismatic gem on it to have a custom particle effect? there are some humors about it that it is just a bug. Im confused, I want to know if I can add a prismatic gem to my tinker item since I love this hero so much and I wanna make him presentable and awesome.

it's nothing but an error devs commited while creating the item
every tinker shoulders from 2016 caches are "UNUSUAL", but it means NOTHING
There's no way you can put color or effect on it as it DOESN'T HAVE ANY ETHEREAL OR PRISMATIC SOCKETS LIKE UNUSUAL COURIERS OR WITCH DOCTOR'S DEATH WARD

by the way, as the item is NOT TRADEABLE OR GIFTABLE AT ALL, THEY DONT GIVE A DUCK AND DONT PLAN TO EVER FIX THE ITEM'S QUALITY
