Report a translation problem
I have the same problem with IC.vash every 3minutes my screen freeze and besides sir Robbie some of my games run stable. :/
If it only happens in DOTA then im assuming that its a routing issue to the DOTA servers, hence other games play online fine. Either way you look at it, its globe at fault for routing through bad and cheap servers.
What i mean from other online games is some games that's not steam based. I see thnk you.
Usually happens when one route goes down for maintenance, the ISP (if they are cheap) will switch to the cheap nasty and congested route.
Sounds like your ISP is cheapshite. The only way you are going to fix this is to get the word out there and publically embarass them.

Valve are running a fine fast server, only globe users are impacted.
Globe are clearly using a congested or broken route.
There are many many routers between you and the DOTA server. Those routers are managed by Globe.
It's not the same game but it does help in the packet loss problem
