Yes i think it is because too many players claiming at the same time. awhile ago when i checked it was around 700k players online. So problably the swag bag server crashed or something

Imagine giving up a free untradeable $20+ skin for a 6$ gem. I suppose it is likely people were doing it on their 30 alts and then trading them over, since for some reason Valve allows every player to have an unlimited number of alts. Still hilarious and ridiculous though
