As iconic promo for dota says - what a hero truly needs is up for you to decide. Such an eternal masterpiece. One phrase that reveal the essence of dota.
What gleipneer gives? Area control. - Uptime vs people without dispell.
What does mjolnir gives you? Attack speed and more magic damage with counter attack. - more DPS.
What do you need in the game? Do you need more damage to kill the enemies, or you need more uptime to kill them? Do they have dispell item? How likely that they will got it? What they have to use it for? Do you need to fight more or push faster? And that answer is right now
Answers on those questions will let you choose between gleipneer and maelstorm.
Travels is more mobility farm and push, if you have space, power threads is if you HAVE TO FIGHT HERE AND NOW. Your team lose hard and no one knows how long they will hold - you have to go thread to get cheap stuff.
Physical vs magical - does your enemies have lots of hp or armor? Do they get mag resist items naturally? Does your team has lot of magical damage/few magical damage / lots of physical damage? What about natural buffs/debuffs of your and enemy team? Slardar/dazzle/pugna?
There is no best itemization for dota because everything is situational and that why we love it.
Lol yes its situational depending on your playstyle. If you like to kill heroes Glepnir is always better, if you like to push out waves then Mjolnir is the way, pretty much the same thing for the boots choice and magic vs physical. Do you want to kill towers or heroes? For heroes magical is better, for towers physical is better.
