Report a translation problem
when spells are cast especially in team battle like 5 vs 5, your FPS will drop and then when the team battle is over, the FPS returns back to normal.
and that is what your brother is having.
even if you are alone on one lane but if your other 4 team mates are fighting the opposite team in a 4 vs 5 on another lane, your FPS will drop for sure.
don't forget that bots can cast spells without suffering any lag or FPS drop.
hmm i just tried ur suggestion, at the very beginning of the bot match where all hero is seperated and there is no war happening, i stayed my hero in the fountain and still suffering the click delay....this is really weird lmao :v
then it is internet connection having problem.
or you got a slow computer.
1) kindly lower all your in-game settings to the lowest.
2) kindly close all programs except for steam and dota 2 (open task manager just to make sure)
3) make sure your computer is the only one using the internet connection at home.
4) make sure you are not streaming any video or downloading anything
5) switch to wired connection if you using wi-fi connection.

This is the solution. Just change the touch pad tap settings to "High sensitivity" and the delay will disappear.
