Well you could make some more Dota friends that are actually in your skill bracket or you could work hard, learn, practice, get better at Dota and increase your own MMR. Either one would work.
If you don't have time to try to improve and want to play with friends beyond your MMR bracket then as already mentioned you can play unranked or custom games.
Yes, you seem to have interpreted it wrong (as far as ranked matches go anyway);
To artificially lower the mmr on an existing account they'd need to play a bunch of games and lose consistently, which involves spending a lot of time losing games just to lower the mmr on an account. Can't see that becoming too much of a problem. "Whatcha doing friday night?""
"Oh just gonna play 6 hours of dota and deliberately lose all of them so I can lower my mmr to play some games with my friends..."
Accounts doing that are going to rack up reports very quickly.
To create a new lower mmr account to smurf with your friends, you need to play the 100 hours minimum to enable ranked on your new account; again, can't see this being a big problem.
Now, you get an additional reason to have and maintain such an alternate account. You can use it not only to stomp lower ranked solo matches but also have fun with your lower ranked friends. The new patch supports to play with them using your smurf account for easier and successful gaming. To compensate for this you can do some yolo gaming or try some funny builds and have fun in solo queue with this account with at least a side intention to lose and thus keep the alternate account at that lower mmr.
The two measures, artificially rising the mmr of your lower ranked party members beyond divine and the decreased maximum mmr difference urges high ranked players to use their alternate account, best below divine, when playing with their friends.
For me, that's the straight forward consequence of the patch to keep on playing ranked with my friends.
