I think it is because there is an equivalent item in the jungle that is even stronger, but even so it does not justify them taking it off.

Necro had the issue of either being too niche or too binary. When it was good, zoo meta emerged and nobody enjoyed that. When it was bad, it was built by only 2 heroes regularly, and they were reliant on its power to be effective. A power gating item like that is terribly hard to balance and with it gone, the heroes that used it are worse off but open to better, healthier changes down the line now.

i can tell you why? this was the best item! valve saw that nobody build this best item and removed it! when all 5 buy necronomicon you can push mid easy in 7minutes! nobody used the tactic! but please give us necronomicon back again! we need this item! this item on legion commander is so strong!

I don't think it was a group of players complaining about the item, the item was naturally unbalanced and needed to be removed or heavily reworked. They don't remove items because hero spammers complain about the item

Maybe it will be split into 2 items that combine and you have to pick either archer or melee for first item. The archer item could be a mana item and the warrior item could be a strength item.
Or if the falcon blade could be upgraded to give a beast master falcon
