Spec when they have a weak offlane, also counter to tinker.
AM as a counter to big mana pool and magic heroes like Storm, Lesh, DS etc. and when they don't have good push.
Jugg is pretty bad IMO but he doesn't like heroes with super high armour and physical damage like Sven or heroes that can disable through spin.

You should note, AM is kinda low on the meta at the moment. Also, he's not necessarily a great pick against Invoker, due to Invoker's EMP (mana drain) and his multiple escapes.
Something else to note, AM is very farm dependent. You don't want to have to compete against a lot of other carry/cores.
Juggernaut doesn't need as much farm as AM, has decent magical immunity. While AM is good for picking off 1v1s, Jugg has some better utilization in teamfights. Both can push fairly well.
Spectre is another farm dependent hero, good at 1v1s and picking off low hp enemies, but susceptible to CC and not the best in teamfights.
With all of these heroes, you need a team that's not farm heavy and that can create space and lane pressure so you can farm without getting ganked repeatedly or just losing all of your towers because you're a man down.
A lot of the time if you want to pick AM you need a draft that can stall enemy team long enough for AM to become useful.
