Report a translation problem
Blatant feeding as in killing off the courier to the enemy lane by ordering it to go to the enemy units/tower, then letting himself die there under towers with little to no fight back should be reported asap, no excuses or doubts. Those games will be marked by OW and the griefer will be banned and sent to low behaviour score games.
Everything else that is not blatant feeding, should be rated by the "badness" of the play. Just playing bad for whatever not griefing reason is not a reason to start a report war. Same for using SA, since you haven't specified, at which point he bought and used it, I can't tell if you should or not report the person for buying the item.
If a player is intentionally AFKing with shadow amulet, Overwatch report them during the match, by opening the player scoreboard (default tab) and clicking on the red flag next to their name.
You complain about feeders and "losing 10 games in a row" but in your last match, you fed more than anyone else on your team. Remember, when you point a finger at someone, 3 fingers point back at yourself. Everyone has bad games, right? You can't make your teammates play better, but you can work on improving your own gameplay and you can also party up with other players if you don't like the teammates that you're getting in solo pubs.

I have some friends who still play, but they're older, they work, they have kids, they're rarely online to play. So I end up finind alone, and I suffer, I go through all these problems =p
For such an algorithm to exist, there should be a provable pattern. "losing once every 10 successful games" is more believable to be a coincidence. Bet you don't have a clear 10-1-10-1-10-1 match history.
You can also see "ears" of the algorithm by things it manipulates with. How exactly the games are "intentionally ruined"? Are you placed in games where your team has less MMR than the enemy? Are you placed with people of lower Behaviour Score? What exactly is being manipulated there?
The most ridiculous claims I usually see is that Dota is somehow reading minds of people of your bracket and your behaviour score level. It sees if there is someone who wants to ruin a game today, so it searches for a guy with 10 winstreaks and puts that guy in his team.. Come on, that is just silly.
1. In order to win, you need to make the enemy team lose. When the enemy team wins, you cannot have a victory, too.
2. Ruiners exist even on high MMR games. Eternal Envy as an example. He breaks his items and feeds mid. If you think people are griefing - well, guess what, they're learning from the best.

I'm an extremely average player and I have a 57% winrate in ranked, that's nearly 60% and you claim that only "the best of the best" have such a winrate. (You misworded it btw, re-read your post) If smurfs can climb because their skill is higher than their actual mmr, and you believe that you should have higher mmr, then you're essentially smurfing as well...so why can't you climb like a smurf? If you can't, then according to your own logic, that must be because you're generally in the mmr bracket that you belong in.
of course there is the clear 10 - 1 - 10 pattern, if it would be so easy "readable" everybody would straight up quit the game.
and still there are a lot of different very suspicious patterns all over the profiles.
also people like you who argue against it froget an important point. often its not the lose itself, its the "way" you lose. its those games where you know fro min 0 that its a lose, either due to people refusing to make a normal pick or straight up insult each other and go double mid.
there is no competition in those games, they are pure stomps with scores like 34 - 5 in about 15-20 minutes. even if you stay alie in those games with 0 deaths, you will still find yourself at a 0% winchance, no matter how well you do.
