No, it doesn't actually "pull data that you aren't supposed to see." It pulls data that is already publicly provided by Valve's own Dota 2 API.
And as already stated, it doesn't modify the game in any way. You can get the same information provided by Overwolf Dota Plus from OpenDota or Dotabuff.
Some users argue that it's not fair to see your opponent's top played heroes but again, this information is already public for players with public matchmaking enabled and typically the people complaining about it are playing in mmr brackets where basic mechanical skill matters more than specific hero picks.
Whether someone has Overwolf or just looks at my profile on Dotabuff or OpenDota, they can still see my top played heroes. I've seen people on this forum complaining that Pudge and Techies and other top meta heroes were banned because someone was using Overwolf. Pudge and Techies are already top banned heroes regardless.
That is not to be confused however with cheat programs that are attempting to disguise themselves as Overwolf or any other program. Those are definitely bannable.
I used it for months, BUT it doesn't help against private profiles-[cowards]
People with stuff to hide should be more scared, but yeah. there's no bans from using information that pretty much only applies in the ban phase.

As far as, "is it allowed?" Valve has officially neither said it is right nor wrong to use. What's to stop you from having a secondary monitor with dotabuff pulled up and looking up the information anyway? It's essentially the same thing, only the app makes it a bit quicker.
