you could probably report their accounts if they're involved in such actions.

i mean boosting and account selling goes against the terms of service.

After the game there's an option to report boosters. Twitch does not see boosters as cheaters so you can't report them on Twitch.

Streamer advertises for Dota 2, so they never get ban. Many pro players play on smurfs too.

I don't want to report them on Twitch either, I only became aware of them on Twitch. I would like to report this to Valve for them to review.

In order to find a booster, valve checks the IPs compared from which location which user has accessed this account. If this player played up 1-3k MMR during this period and had a different location, the Ranked-ban is relatively safe.

But since I haven't played with them personally, there should be an email address or something ... ?

You can only report people you've personally played with post-game where you select the account buyer/smurfing option.

That was before Valve declared smurfing a bannable offence. They may go back and manually ban pro smurfs, they may not. However, I have heard rumours of pros threatening to switch to League if their smurf gets banned, so it's not like the pros themselves are certain they have free reign.

They will ban any smurf that is ruining games, new or not but primarily focused on newer accounts.

Even the most fairly-matched games of Dota can spiral out of control. And no one wants the extra burden of playing against smurfs. In the past, we leaned heavily on attempting to detect smurf accounts and move them to their correct MMR more quickly, which has helped somewhat but still causes damage along the way in cases of extreme smurfing.

Starting today, smurfing will be a bannable offense. We will primarily focus on new accounts created after today for which we have high confidence in their smurfing and game-ruining behavior. Moreover, we will also occasionally manually ban old pre-existing accounts that are clearly game-ruining. Furthermore, if you are found to be selling accounts, boosting or engaged in similar game ruining behaviors, your primary account may also be subject to a ban. To go along with this, we've recently increased our ban rate for boosters and purchased accounts.

For cases where we don’t have extremely high confidence, but do have cause for smurf suspicion, those accounts are more likely to play with other suspected smurfs until we gain confidence to judge one way or the other.

If you do suspect someone of smurfing in your game, use the new post-game report option included in this update to flag them. This will help us track legit offenders and gather data used to inform our anti-smurf efforts moving forward.
Booster or Trolls ?

You will receive more reports if people are convicted based on your reports, just like the regular report systems.

that don't solve the lack of reports when its a smurf every game we dont have enough we need unlimited reports for smurfs seen as though its bannable now non of them should be escaping the ban
