It looks like you dropped from high skill bracket to normal skill bracket a few years ago, in the span of about 100-200 matches. You had pages and pages where you spammed certain meta heroes. So you may have been good with certain heroes when they were high on the meta, but it looks like you began dropping sharply when they weren't.
If you live by the meta, you die by the meta. If you have the mechanical skills of a low/mid Legend ranked player then then you should still have the mechanical skills of a low/mid Legend ranked player now. That said, as you get older, your mental and physical reflexes typically get slower and stiffer, so yes, it's possible to play a game like Dota 2, which involves a lot of mechanical skill, game knowledge, with a meta that's constantly shifting and changing, physical and mental dexterity, and get worse at it. Professional esports players get arthritis too.
As far as players not speaking the same language, that's why there's a universal chatwheel and ping system. If you're currently playing in Guardian as you said, then you should be able to communicate everything you need with the chatwheel and pings. Your public chatlogs as you pointed out yourself contain a variety of insults, profanity, homophobic slurs and racial/ethnic bashing that I suspect don't help you or your teammates' gameplay in any way, shape or form. I understand that players get spicy sometimes, to a degree, but when stuff like that starts becoming your most used words, you're not helping yourself or your teammates.
Additionally, you're playing on EU servers. There are 24 officially recognized languages throughout Europe, of which English is only one of them. And people who speak those languages that you don't seem to like, don't just live in one country in Europe, they live throughout the entirety of Europe, east, west and in the middle and in adjacent countries and regions.
If it's so terrible cooperating with other players that don't speak the same language, even though the game gives you the tools to do so, then you should join or create your own party, join a guild, join a discord clan maybe, or just join a LFP/G party in the in-game user channels.
If you still have that itch to play a moba there are other games that might be more your speed like Mobile Legends, HOTS or maybe LoL, but I think any similar team-based game that you play, you're going to eventually have the same problem. Video game players have been making the same complaint about solo matchmaking (or mixed party) being unfair for decades. It's not because every single video game company ever is trying to hold you back from your obvious greatness. It's because there are simply too many factors in random solo pubs to guarantee that all players have the exact same skill, same experience, same playtime and are always 100% on their game.

tinker teleported to bot even bot had many heroes therem so I saved him by sacrificing myself, but still after he backed, he went bot again to the outpost where enemies had just took the tower, and he died there..
that tinker is pretty arrogant and tries to find excuse by blaming me, navigate to me just that even when he died, he died by himself.

Again, Russian and Slavic speaking players don't just live in Russia. The live throughout Europe. *You* might expect everyone to speak English but no, every single person in Europe doesn't have to speak English because some people are salty about losing in a video game. As OP (BitBleed) pointed out himself, he hasn't been using the in-game chat very productively himself so it seems pretty obvious that it wouldn't make some massive difference. He's playing in Guardian bracket. You don't need to have conversations with your teammates in Guardian. The universal chatwheel and ping system are more than enough for that.
