FIXED performance issues and micro-stuttering FIXED
I recently did a clean windows install and i cant seem to figure out if i ♥♥♥ up or its something wrong with the game itself. Before i had capped 144fps at all times (not playing with or against a pl :P) and steam fps overlay is still reporting 144fps cap but every like 3-5seconds while moving the camera i get lags/stutters and the game feels sluggish in general.
V-sync is off and i have all settings low except for textures which are on high. I have disabled nvidia overlay and xbox gamebar (i disabled xbox gamebar in settings not with regedit)
ive got the latest GPU drivers and my pc specs are
RTX 3080
Ryzen 5 3600x
32GB ram
and dota is installed on m.2 SSD

EDIT
This is what seems to have fixed this issue for me.

1.run windows powershell as administrator and type Get-AppxPackage Microsoft.XboxGamingOverlay | Remove-AppxPackage This will remove xbox gamebar completely from your system, you can download it again later if needed with windows 10 store.

2.Go to "graphics settings" in windows 10 and enable hardware accelerated gpu scheduling and restart your PC.

Yeah, I'm also suffering this, but it looks like I've managed to collect quite a list of tricks you might wanna try:
- Video driver. Update/Downgrade
- Find extra applications and turn them off.
- Windows itself has many extra stuff you might wanna turn off(some stuff is only disableable through group policy, so you might wanna check some advanced guides).
- If your Windows version is high enough, you might wanna enable Hardware-accelerated GPU scheduling.
- Turn on High Performance power plan
- Turn off CPU Turbo boost(or whatever it is called for AMD).

Check it out and tell if anything helped.

rollbacking my gpu driver has no effect on the issue.

This is a fresh windows install the only background apps i have so far are spotify and discord and i doubt that they have any impact what so ever on my gaming performance.

I'll look around in windows i know they ship it with a bunch of useless bloatware, some of which i have already disabled/uninstalled but i might have missed something.

as for power plan and such i have "prefer maximum performance" in nvidia control panel and "high performance" in windows.

Installed the AMD Chipset drivers for your motherboard?
Those are needed for Ryzen platforms.

AMD FidelityFX Super Resolution

This update also adds support for AMD's FidelityFX Super Resolution. This technique allows the game to render at a lower resolution and then upscale the results with improved image quality. The result is high quality rendering at a lower performance cost than full resolution rendering, which allows for higher framerates even on less powerful graphics cards. Players can enable this setting in the Video options by turning the "Game Screen Render Quality" to less than 100%, and then turning on the "FidelityFX Super Resolution" checkbox. FidelityFX Super Resolution works on any GPU compatible with DirectX 11 or Vulkan.

I have the same problem with similar specs. Think it's a problem with this version of Dota.

I actually just fixed it i think, So i did 2 things and dont know for sure which one of the was the fix but do 1. remove xbox game bar completely with windows powershell you can google the commands for it. and 2. turn on hardware accelerated gpu scheduling the setting is located in "graphics settings" in windows 10.

yes its dota there's way too many issues with this they need to update it and fix lots of the broken game errors within it
