Percentage cooldown reduction no longer stacks

I understand that they want to stop power creep and CDR abuses were a highly likely candidate for that to arrive, but did they really think this through? Octarine Core is currently the only item that can be purchased in the shop that gives CDR, but there are two neutral items that give that stat, Quickening Charm and Spell Prism. Does this effectively mean that those who buy Octarine are wasting the majority of the benefit of their neutral item if they hold both?

They tried to remove all the CDR percentage talents as well, but they did add one. How does the new rule interact with Rubick's new level 15 talent? If he picks this talent, will Octarine be useless for stolen spells?

I don't really play this game competitively, but I enjoy watching the crazy shenanigans that people can pull off, and some heroes abusing max CDR was one of those things. It makes me sad that they're trying so hard to ban that kind of abuse.
