1. Gold exploit.
2. Exp exploit.
3. Attack speed exploit.
4. Attack damage exploit.
5. Item duplication exploit to sell and gain gold.
6. Buy back exploit.
7. Input blocking.(Most memorable is Artour crying, "MY KEYS DIDN"T WORK. I WAS SPAMMING IT LIKE HELL).
8. Invisibility exploit. Make invis heros visible if they're in range. etc Dumb and Dumber.
My thoughts on those exploits? Assuming they actually exist (which I doubt given your 'evidence' consists of a screenshot of the dev console), I don't really care. The only onus for players is to report people you suspect of cheating. Actually punishing the cheaters and coming up with countermeasures is Valve's job. If you have evidence of cheating or cheating / boosting sites, you're welcome to submit it to Valve.
Being unable to level talents or something is called a bug. It doesn't mean the heavens are conspiring against you. Dota seems to be having some technical issues over the last year, which isn't great and is a serious failure by Volvo, but it's not a conspiracy to deprive you of MMR.
No one is denying that cheat scripts exist for Dota 2, but there are a lot of people who claim that other players are cheating simply because they don't understand basic game mechanics or they can't possibly fathom the possibility that anyone else could be better than them. Yes, there are some cheaters but everyone who is better than you is not automatically a cheater.
