HOTKEYS are being reset to default every time I restart Dota2. Issue with the new patch?

I'm also getting the the beginner intro page every time I restart. Oddly enough, my video settings are the same. But there's small slight changes like the minimap being default and the hotkeys are all changed to default.

hopefully dota is finally dying and it's some sort of agony

My hypothesis is they are trying to implement some type of welcoming for new players thus its why so many people are getting this issue.
Dont take this at heart tho as I do not have any confirmation of this as of yet.
People are getting ban iminent messages recently too. There is something going on
