Because true stomp would be a game where it is a complete domination by one team all the way -from start to finish. If match took ~40 minutes, then it is not a geniune stomp but rather a game, where it took some time to decide which team is going to be on top. And you can't be complaining about matches where one team had to work it;s way to earn the dominant position.
It's not just about the length of the game. Depending on the enemy team lineup, if your team lets them farm with late game carries and the game goes over 25 min then I still consider that a stomp; your team doesn't apply enough pressure and the carries get to a point where your team can't kill them.
I disagree. The enemy if they are skilled can make your team tp and rotate all over the map running in circles chasing and wasting time and resources while their carries free farm. It may not SEEM like a stomp, but it is.

Then do what the pros do. Play in draft leagues like RD2L, AD2L, Faceit, ESEA, join a team or create your own and register and compete in amateur, semi-pro and pro tournaments. The Majors and TI even have open qualifiers that anyone can compete in regardless of rank or mmr. No matchmaking to blame, just your skill vs your opponents.
Solo queue matches are matches without any mutual obligations amongst players. Player cannot distinguish between friend and foe, throw early if anything in drafting or first 5 min seems to be of disadvantage.
The matchmaker can hardly predict this solo gamer behavior. It assumes that the simple prerequisite for this team game is given, I.e. that players are capable and willing to play with their team.
I had a fun match the other day. I only ever play solo queue, but for some reason I've been running into stacks on my teams lately. Today I ran into four stacks on both teams in a row! Like it was a four stack+me, and the enemy team was a four stack plus a random!
Really weird. It was my last two games aswell.
I thought we were talking about solo queuing in general, but granted I realized after posting this that OP was talking about ranked... So my bad. A little embarrassing.
