Steam support do not overturn matchmaking penalties.
Best option to avoid low prio is to play when you acquire a better PC.
If you keep playing with what you have now, I am afraid you'll get more penalties.
IMHO, if they will be lenient on you due to your circumstances, anyone can just do the same and claim innocence then avoid the ban which will be problematic in the long run.
Why even bother to play a online game if you know that your connection is that bad... Do you know how much people hate it when 9 players que up and after 1 minute of waiting the last person doesnt connect... Get yourself some better internet and you'll be fine.
