The fact that you "haven't played Rubick at all" is completely irrelevant. Item choices don't require you to have played the hero, it's all about understanding the matchup and what (if any) investment is gonna be worthwhile. You don't just auto-pilot and buy the same boots for any given hero in every single game.
Aghs is a stupid item and it should be removed so looking to play a certain hero because of its Agh's effect is just stupid. You don't have to pick optimally every game but one should generally avoid heroes that are "enabled" by Agh's, or noob heroes like Slark, Legion Commander, Templar Assassin, Bloodseeker, Meepo, Invoker, Weaver, Monkey King, list goes on and on..
Again, there's no straight-forward answer to your question and you would have to look at your own team as well as the enemy team since Arcane goes up in value in certain lineups.. Then there's the question of how much gold you have, which depends on your laning and whether you're currently behind or not.
These kind of questions are too specific to help you out in any meaingful way since you need an overall good understanding of the game to make these kind of decisions..

typically you'd pick arcane boots 85% of the time, sometimes tranqs + soul ring.
On a side note never play Rubick as carry adn report anybody you see trying to play carry on Rubick.
if someone doesn't know why an item is better in a certain situation, they're unlikely to use the item in a good way. it's better to understand the game and make decisions based on your understanding of the game and not based on what someone else said or did.

There's no such thing as a "support hero", and there's no such thing as playing a hero "as carry". If the spells you're looking to steal hav a high mana cost then you can support it by buying arcanes, but the way you put it you're saying that you should default arcanes regardless simply because some spells in the game have a high mana cost.
surprising answer? any good player would say the same thing, but perhaps without the wall of text. most players learn DotA the wrong way, mainly by watching bad players' streams / bad players competing in tournaments. if the game is to grow in a meaningful way (players getting better over time, which hasn't been the case in Dota 2), players need to understand that most skillful elements in this game are general. the "main" mentality needs to go away, and "I'm a good <hero> player" needs to go as well. positioning, timing and awareness which includes both paying attention to the map and making situation-specific decisions are some of the key skills.
And I'm still waiting for you to understand something as simple as "stats don't mean ♥♥♥♥". You're unwilling to accept the fact that skill is skill, and that statistics are irrelevant as they're taking things out of context and you can't look at them to tell whether someone is capable of making good plays or not. That doesn't explain the interest in my "main account". I don't have a main account, I play on many different accounts. In your case I don't need to watch you play because your words speak loud and clearly of just how bad you are. treads give raw stat and attack speed its meh on rubick (someextra hp wont make you live 2 sec longer anyway :P)
those boots above suit rightclick carrys more then supports/casters
arcane is a perfect boots for rubick the mana allow you spam spells and giving mana to allies is always useful in early/mid game you can also upgrade it to GG boots if no one have it or dis it to create other items like lether
tran are also very good boots for rubick if you need movement speed and hp regen you can pick it if you feel you need those
