Report a translation problem
The game doesn't automatically ban a hero because you or another player "hovered" over it. Read the patch notes. Any unused bans are based on the meta of your current mmr. That means the most popular heroes in your bracket have a decent chance of being banned.

It does. Don't know about the hovering part but if you try to pick the same hero as someone else it gets banned instead of being picked based on the pick based on faster click.
There is a warning message as well that states this.

This happens in turbo. I am a casual player btw. Ranked is slowwwwwwwwwwww and uninteresting.

Please post a screenshot of that message because I have never seen that. You're claiming that if two players select the same hero in draft that it automatically gets banned? Before or after the player literally votes to ban that hero? It sounds like you're trying to claim that the game can tell the difference between you mulling over hero bans and pre-drafting. Draft picks are one by one so there is never any danger of the same hero being picked at the same time.

Do you mean if two players banpick the same hero? That's different. It sounds like you're trying to claim that two players simply pre-selecting a hero will result in an automatic ban.
