DOTA 2 WON'T START (WINDOWS USER) Steam - Restart Required

so i got excited to buy the 2020 battlepass today so after downloading a 1.9 GBs update file (3.9GBs file for my friend which is weird)..dota 2 wont even start anymore.
i have tried every possible fix on all the different forums and still nothing fixes this.

SAME ISSUE_ REINSTALLED DOTA2 - same issue. Copied to SSD same issue.

I set configuration of EXE to have full control but it's not taking the settings.

I tried vulkan, DX9, DX11,
Nothing is actually LAUNCHING,.
It worked DIRECTLY before this TI2020 update, and now I can no longer dota.

i tried uninstalling dota and redownloading the game...when i go to store to click on play game to download it, the same error message pops up.
i tried on a different pc on which i dont even have steam installed. downloaded steam, went to store to download dota 2 and the same error pops up.

I just reinstalled windows. FFS> This better work . 26GB download ahead <Dota2>
I did the uninstall and reinstall too, but nothing changed, then wasted 2 hours troubleshooting for nothing. Even wasted my PC trying to reset windows a second time. What a mistake.

Will test if new install of Operating system helps.

This is insane that it happened on a different PC for you.

What annoys me most is that people around me are all playing with worse hardware than me :(

Mine was fixed by reinstalling windows. Team asked me to try again today issue was fixed. Try again on your sides
