Framerate capped to 144 in borderless, uncapped in fullscreen
Anyone know how to uncap the framerate fully in borderless windowed? I have done fps_max 300, vsync is off in game and in geforce control panel.

It depends on the refresh rate of your monitor, so, what is the refresh rate of your monitor?
144hz. I get more than 144 fps in windowed borderless in non source games, so that doesn't really make sense.

Ok so, because your refresh rate is 144. The monitor will never be able to show you more than 144 FPS. Even if you uncap the frames, via vsync or w.e. The monitor is not capable of showing your more than 144.

You are fine, as your are, because even if you did uncap the fps. Its literally not possible to see more FPS than the hertz on the monitor.
You might not see each of those extra frames, but it reduces frame latency and is 100% noticeable. There is actual benefit to having fps higher than the refresh rate.

I think the only solution is to use either fullscreen, or exclusive fullscreen. I know it's annoying with more than one monitor, but i don't think there's a way around it
