You can not get refunds on any subscriptions on Steam.
Please review your active subscriptions and cancel/update them as you see fit, but do not expect a refund.
You can buy a single month of Dota +. That way it will not be renewed when it ends. If you bought a 1 month subscription it will be renewed. When you buy Dota + there is a button that shows more purchase options. If you press that button you can see the same purchase options only difference being that those are not automatically renewed and will end when that time has expired. You can also cancel any subscription by going to "manage subscriptions" and cancel it so it does not renew itself.
They will not make an exception, he purchased a subscription, Steam does not refund subscriptions under any circumstance, except fraudulency. Just like you can't refund video content.
