Steam Overlay isn't working.
Wew, is it bug for the meantime? My Steam Overlay isn't working suddenly and I already tried most of the solutions from Google and YouTube (I even re-download and reinstalled my Steam today), but nothing's change it is still the same can't use it inside DOTA 2 which is kinda sucks. Also, I tried to run my Steam.exe as administrator but it just caused chaos and more errors in my files like in my Wallpaper Engine but on the other hand I can use the Steam Overlay once again inside the game. Guys is there any other solution to this or should I just wait for Steam to fix this soon?

1- uncheck steam overlay from setting
2- check (enable) steam overlay again
3- restart steam

Another thing, my DOTA 2 keeps minimizing whenever I send a private message to my friends while inside the game which is also another annoying thing -_-

1. Open your Steam directory. The default location of it is C:\Program Files (x86)\Steam. Or if you installed Steam in another directory, you can browse to that directory and you will be good to go.
2. Locate a file named “Steam.exe”. This is the main Steam launcher. Right click on it and select Properties. Select the Compatibility tab from the top of the screen. Here at the bottom of the window, you will see a check box stating “Run this program as an administrator”. Make sure it is checked. Save changes and exit.
3. Now locate the file named “GameOverlayUI.exe”. Right click and select its properties. Select the Compatibility tab from the top of the screen. Here at the bottom of the window, you will see a check box stating “Run this program as an administrator”. Make sure it is checked. Save changes and exit.
4.Restart Steam and check if the Steam overlay is working while playing any game.

I already tried step 2 before and it worked for me but on the other hand my Wallpaper Engine starts malfunction though. Btw, about that step 3 never tried that before, should I also Run that as Administrator alone with the second step?

Thought I'd pop in here after a lot of frustration despite this being pretty old.

My problem was my anti-virus. I had to create an exception for the "dota2.exe" in C:\Program Files (x86)\Steam\steamapps\common\dota 2 beta\game\bin\win64.

Okaay.. "a little bit" delayed but.. right click the game, go to the properties of the game itself.. and see if the overlay option is checked or unchecked... Steam has one for every game but it seems you can decide for each game individually if you have it or not.. kind of dumb.. but maybe that fixes it.
