Wew, still not working.
2. Locate a file named “Steam.exe”. This is the main Steam launcher. Right click on it and select Properties. Select the Compatibility tab from the top of the screen. Here at the bottom of the window, you will see a check box stating “Run this program as an administrator”. Make sure it is checked. Save changes and exit.
3. Now locate the file named “GameOverlayUI.exe”. Right click and select its properties. Select the Compatibility tab from the top of the screen. Here at the bottom of the window, you will see a check box stating “Run this program as an administrator”. Make sure it is checked. Save changes and exit.
4.Restart Steam and check if the Steam overlay is working while playing any game.

I already tried step 2 before and it worked for me but on the other hand my Wallpaper Engine starts malfunction though. Btw, about that step 3 never tried that before, should I also Run that as Administrator alone with the second step?
My problem was my anti-virus. I had to create an exception for the "dota2.exe" in C:\Program Files (x86)\Steam\steamapps\common\dota 2 beta\game\bin\win64.
