For normal hit after he lazer? I don't think so. It's 100% miss.

yes against heroes and creeps, no against towers, barracks and ancients
haven't done that since a while, so might try agiasnt boots/pratice mode just to be sure

Its an item then helps you hit more precise. Which means, it gives you chance to miss less hits. Which means, all your hits have better chance of hitting, whether its about Tinker Laser, Highground, or PA evasion.
