i got the same problem too but their is additional from what it's saying "if nothing occurs to your restrict your access, you'll be able to use The community market on 14/4/2020"
does that mean i wll be able to use it on a particular date?

Buying an item in community market before is not counted. And yeah it's reseted you need to add some funds using steam wallet code or buy some cheap games.
