An item that lowered status resistance on a target could be cool, but bane can already do some pretty cheesy perma-stun ♥♥♥♥♥♥♥♥, so it'd be difficult to balance.
Another thing, which players complained about when status resistance was introduced in the first place, is that it sort of punishes players who are normally good at chaining their spells together, and some heroes are specifically built around combos that rely on status timing. I personally am just not a big fan of status resistance as a gameplay mechanic.
yes but OP is talking about an item that gives negative status resistance.

But yes, it would be unfair a bit. Such disables as Shackles require Shadow Shaman to not do anything besides them, so -1 in SS team and -1 in opposite team( who is "shackled"). Or Bane's Fiend's Grip also similar. Hm
