Does it? I don't think so. Because mana boots gives absolute mana value, not intelligence, therefore it doesn't scale.
Arcane Boots grants 250 maximum mana. Soul Ring restores 150 mana on use, only increasing your maximum if you otherwise wouldn't be able to fit it all. Say you have 1000 mana with your boots on and you've used half of it (so you're at 500/1000, or 50%). If you drop your boots or store them in your backpack, you'll drop to 375/750 mana, still 50%. If you use your Soul Ring after dropping your boots, you'll gain 150 mana, bringing you to 525/750, which is 70%. Putting your boots back on keeps your mana at 70%, so your final mana total is 700/1000. In other words, in this case, this gets you 200 mana from your ring, 50 more than if you didn't juggle your boots.
The bonus gets bigger the lower your maximum mana is, so an early-game Techies with just boots and a ring gets a lot out of it.
