So there is no straight answer because jungling exists but it's completely different concept than in LoL. If you want to jungle from the start LoL is the game for you. Unfortunately you cannot skip laning phase in Dota 2 as IceFrog is putting strong focus on it.
Huskar is extremely weak on his first 2 levels. Especially 2v1. It's just selfish way of playing and refusing to play role you are actually assigned to.
