Cannot gift a Dota Arcana item that I bought

I just purchased a Dota Arcana item in-game for a friend's birthday today but I have no option to gift wrap item and I see "On Trade Cooldown Until 02/17/20" in the item details. The official Steam trade documentation states:

"Trade and market holds are no longer necessary when you protect your account with a Steam Guard Mobile Authenticator. Using a physical device (your smartphone) to confirm item transactions ensures that you and only you can quickly and securely trade or sell your items. You can get the Steam Guard Mobile Authenticator for iOS, Android, and Windows Phone devices. Items will no longer be held after you have had the authenticator enabled for 7 days."

I have had Steam Guard Mobile Authenticator enabled and active for over a year and apparently I have no way of gifting this item to my friend until a week after his birthday. Anyone have any ideas about why this might be happening? I purchased a Dota arcana for another friend a few months ago and was able to instantly gift it on the day.

idk, since I rarely buy items in dota store, usually from market.. if u rly wanna gift it asap, try ask steam support. if ure lucky, they'll lift the cooldown.

Thanks for the reply- Yeah I think the other arcana I purchased was from the market. Do you know where I can directly contact Steam support? I've tried for ages looking for a contact form but everything seems to lead me here or to the incorrect documentation.

They may not have been on your friend's list long enough to gift as there's a timer there. And steam help is literally within Steam... Help -> Steam Support.

Thanks heaps for the link. I can't believe I didn't see it before. I'm a huge idiot. I've contacted steam support. It's not a friend specific issue as I don't have the option to gift to anyone including long-term friends.

Thats why no one purchasing steam items. You need to aware this , arcanas are not tradable or marketable and giftable. And even if you gift it , cache and animations store into the one account only. It is like MMORPG game system , you purchase it , hence game token code is generated , which one is transferred into the one cache only. So file generated is either 0 or 1. Where 0 means zero value of the file it contains nothing , and 1 means animated file . Where 1 contains sound files , animation files , actions and playable files.
The arcanas and CSGO skins are useless.
Some rich persons are purchasing because of they know value of the hardwork of the animators. So they want to donate them something amount of the money. So in return they are giving something special digital items like arcanas , body skins of the csgo , on other games other kind of the digital values are delivered.
