i think the armor mean its defensive item...

It's in the defensive items because back in dota1 when they seperated the items by uses instead of levels he ran out of space in the weapons shop, i guess he never bothered to change it.

it classify to defensive item cz it has ability to dispel some negative buff and dodge some spells
