Radeon RX560 Graphic cards is lagging on Dota 2

When playing Dota 2. It causes random stutters and lags. I contacted graphic card customer service on Phone. And they say it is the fault of Dota 2. The problem is not on their end.
I also play Witcher 3 just fine. GOG version.

Here is my graphic card.

AMD says it is the fault of Dota 2. And that every thing is fixed on their end.
I run League of Legends just fine but Dota 2 random stutter and lags on RX560 graphic cards.

Does not work. The drivers seem to be working fine though. I just uninstall old drivers. Installed 2019 version drivers. And Dota 2 is still lagging. I install old Drivers and Dota 2 is still lagging.

Install new drivers. Install old drivers. Nothing works. Contact AMD customer service on Phone and they say its the fault of Dota 2. I play League of Legends, Heroes of the Newerth and Heroes of the Storm just fine. But when Playing Dota 2 every thing lags.

Yesterday I spent hours installing old and new drivers. Nothing fixed the lag problem. The drivers seems to be working fine no matter which version was installed.

How do you know then its graphic card fault? Maybe something else is causing lag or stutter.
For example:
wrongly configured firewall settings
Dota setting (resolution and windowed/fullscreen mode being messed so try switching them)
Need to reinstallor verify gamefiles
Internet problems
Amount of detail and rendering you have set up ingame
Some other hardware or software conflict

Dota 2 window screen, fullscreen and other screen settings still stutter.
Changing rendering Vulkan, Directx, opengl and so on does not work.
I live in Sweden. Swedish internet speed is top class elite.
I disabled all setting. Put everything on low. Every thing still stutters and lags.

Windows has built in firewall by default, though. Whether you ''use'' or ''want'' it, its there. I had stutter issue with Cry of fear, until a popup came that firewall is blocking it and needs permission, only after 30 mins of being in game configuring options.
Doesnt need to be your case, but just bringing it in because it reminded me of my case.
