I found this post in the trading discussions - if I were to make a gift-trade post would there be reprocussions/punishments? or is this just an un-enforced rule/use-at-your-own-risk?
Gift trading is not supported by Steam. If you give some items or money to another user in exchange for nothing then that is on you. There is no guarantee the other user is going to keep up his end of the deal. Valve/Steam will not enforce any deal you make with someone. Furthermore, when you commit an empty trade with another player, Steam actually warns you that is a potential scam and you have to verify that you "EXPECT NOTHING IN RETURN."
You don't need every single skin that exists for Sand King. There are plenty of other SK skins.
You want one of those non-tradable skins, you assume the risk, period.
Use the trading forum:. The rules are here. (link below) They do not prohibit "gift trades" but they will not monitor, mediate or guarantee them either.
There are a number of third-party trading or buying/selling sites as well. You use them at your own risk.

If you are interested in trading with OP then you should probably be able to prove that you have the item first.
