I have taken to only using cold embrace if I can position Wyvern to block and using it only if I believe the enemy will not advance further or a team numerical advantage. Force staff is a great item for repositioning any of the ten heroes friend or foe. I would consider it core on her as a support.
Lastly, I would consider her a very situational pick because of the lockdown/move suppression of both teams.
But yeah if someone on your team is running away, you can heal them and force staff them a distance off. Another alternative might, throw a heal on a guy, then winter's curse the enemy team, then when the guy's done healing he can fight the enemy again if the situation is good.
Another thought is to get Meteor Hammer and drop it on the enemy team after you hit them with winter's curse since they'll all be bunched up. You have to time it right though so that it lands after the curse is done but before the team can scatter.
Also get glimmer cape so you can use it on guys who are running away or sometimes use it for yourself.
Winter Wyvern is my favourite support. Have a decent win rate with her, around 65% over 26 or so games. I have had some people disable help when I froze them though. Specifically a wind ranger. Most people will understand that you're healing them up- if you're in lane, heal them between waves not during a wave when they're trying to last hit. Or heal them when they're about to die.
Also use your Q to hit enemies in lane, particularly when they're at full health because the more health they have the more damage it'll do.
Overall though, Wyvern is best against teams that have right-click melee heroes and maybe also some squishy heroes. If the enemy team relies on abilities then winters curse wont be as good because they probably wont hit their friends as hard.
