The list goes on. Yeah, he's annoying as hell, but if you play around him and shut him down early, he's a pushover late game.
If you want a good Weaver counter, I suggest Skywrath. A good one can harass a Weaver with his Q to the point of wanting to actually kill himself. He's usually a support, so expect a bit of warding action, he's got a silence, regularly builds into a root (Rod of Atos), can easily break a Linken's Sphere with Q, W, or a Force Staff, and can provide loads of burst damage. If you can keep that Skywrath alive, he'll keep that Weaver dead.

Bloodseeker, Puck counters his extreme speed
Treant, Bane, CM, Underlord, Elder Titan, Naga, Kunkka, Disruptor...generally good vs. face-rush and escape heroes
Riki, Sky, Silencer, DP, Drow, Puck have either instant or easy to land silences that nullify his escape tool.
FV, Axe, LC can ambush and kill split-pushing weaver due to his low HP and the high duration of their CC. Although slightly harder, Ursa and MK can do similar things. Just don't rely too much on your solo skills late-game because Weaver will eventually build a Linken's or Heart.
What do avoid:
Heroes who kill mostly with slows or hard to land stuns like AA or Veno. Weaver dodges them easily.
Heroes who deal damage all in one burst without a low-CD way to naturally break Linken and continue to do damage like lina or spirit breaker or beastmaster or jugg
Heroes who can't tank vs. weaver (bristle, medusa, visage, TA, huskar) or can't lane against him (AM, spectre, slark) or cannot really defend against facerushers (sniper).
Of course, you can pick the avoid heroes if you are laning with an anti-mobility hero who helps you set up kills.
If all else fails, pick a blademail tank into a late-game radiance/octarine and fight him when he tries to kite you.
If he ganks you solo and you can't kill him,TP away. Like bloodseeker and slark, weaver carries no innate stun.
As a support, always carry dust and encourage at least one other player to carry dust. Past the laning phase, Weaver's high mobility makes sentries rather useless. The reason why you need a buddy to also carry dust is because weaver can dispel dust/track (from either slardar or BH) with his ult.
