If Juggernaut doesn't have detection, the easiest way is to shadow blade or glimmer cape away when he attempts to ulti you.
Kite him and keep your distance out of the spins (unless group attacking him to death, before you die yourself). Force staff can help here or just a Wind Lace and good boots, or a TP on hand.
If your HP is more tanky than Juggernaut, he will roll off late game and become completely useless killing himself if you just get Blademail (if carry) or a Lotus Orb (if support). Juggernaut is really only an early to mid game hero (late game he completely sucks, unless you are a complete noob yourself).
Of course, if he goes Butterfly, just upgrade your Shadow Blade to Silver Edge. If no shadow blade, then get MKB to give you true strike.
Stunning him is best done after kiting his spin (if before, he could use the spin to cancel your stun attempt).
If your team mate is getting ultied by him, group up together and optionally use illusions (such as Manta Style) to defect the attack damage away or at least spread it so it doesn't kill.
Then again I just love playing Tusk in general.
Tiny is really good right now, you can deny and last hit and if he miss uses his spin, you can nuke him to death.
Doom scorched earth helps you to sustain the lane, if you get a satyr on the big camp, you just got + 5 hp regen and it would be almost impossible to get rid of you, doom doesn't directly counters jugg early game, but he doesn't suffer either, so you can play him freely.
You can also go Omni or Void, both really good, repel helps you to avoid the spin, and you are tanky enough so it's not easy to make you back off, with void, just okay slightly carefuly and watch out your time walk usage, you'll be ok.
There are more heroes that can deal with jugg in lane easily, buy I guess you only need like 1 or 2 to have more options.
LC hits hard, has high move speed and a decent heal. if he spins, unless you get stunlocked, you can easily flee with your high move speed. Also, since he's a melee hero, Overwhelming Odds is quite good against him in the lane.
Omni has repel, a heal and his degen aura might help against anyone trying to catch you. Omni is a hit and miss though, mostly because of people that still don't understand that he's also an offlaner hero.
Pango can escape his spin with Swashbuckle. Beware that later on, it's a bit hard to combo Jugger with pango's ult and spells in geral since it's really hard to go through his spin. Not to mention that Omnislash can hit you while you are in sanic mode. But as far laning goes, you can do well against him.
Enchantress is very fast and her Untouchable aura will help against his right click.
I guess most people are playing Void as a carry again, but I still see him as an offlaner from time to time. You have a bash that goes through his spin and your Timewalk helps you in fleeing and regain any lost heath.
these are the offlaners that I think will do well against him. jugg is very overpicked and a bit obnoxious, but you can do well if you are careful.
