Arcanas are fixed at around $35 in price as it's the price from Valve store. While immortals are from immortal chests and can vary from very cheap to very expensive. There are few mythical items that alter animations as well.

As Lady Mint said, few legendary weapons from the sets created in partnership of a certain team, (I don't know about the history behind) provides skill customization as well like the mentioned ES totem, Abaddon's Blade of Demoic Vessel, etc.
There's also kinetic gems that offer customization, but both legendary items and kinetic gems are no longer continued to be produced (based on my observation).
I think Valve is trying to make it simple and just keep skill customization of cosmetics they produce to just Arcana and Immortals
Mythical items are created by workshop artists. I don't know if everyone have the ability to craft skill customization on their own with the provided tools, but only few mythical items include skill customization with them.
