Dota update is at 0 kbps/sec

Hi I'm having a problem with updating my dota 2 and frankly all the updates or downloads here on steam. I've already tried resetting router as well as changing download server. Nothing works.

I had this same problem a few months ago for a week or two but it resolved itself. Now it's back. Is this problem from my end or is there a problem with the Steam servers themselves?

I have no problems playing steam games, just downloading it or updating games.

Every other game works for me except dota; cant download it.
Once i reach the 9.8GB it drops to zero bytes and starts anew.
From Germany btw so not only Philippines

I tried to change the download region it works at first but suddenly it stuck at 6.4/GB

Change from None-Opt out beta to beta go to Steam > Settings > account. Thanks, select london very fast than manchester.
