Not to mention another poster is confirming similar info.
Honestly its not hard to test over a period of time to find out for sure.Im sure someone will check these figures i've stated or already have done.
That keeps reports away and that is the way to level up behavior score. At very high bs a match without Report grants you 10 points. Commends do nothing or almost nothing at least at this level. I once made my way up from 9k through 10k by only playing matches without reports. A lot of commends but not at any game. Still 10 points for every match without report.
So avoid being reported or abandoning games.
Valve doesnt disclose exact formulas, numbers and factors about their behaviour system so its not abused bit its obvious what to do and what not to do for the most part.
Commend others who you thought were nice after a match and they usually commend back. Try and keep up positive attitude.
