Never had any issues before, but I'll try to tweak the settings and see if that helps.
60fps, no packet loss, 20-30 ping, but constant rubber-banding (and I mean constant - half a second in duration, one after the other each second). Unit animations will continue to roll, but units (creeps, heroes, projectile objects) will remain stationary during the rubber band and will teleport in the split second before the next one hits. Absolutely unplayable.
I have tried:
- Reinstalling Dota 2, verifying cache (have not reinstalled Steam - unsure that this would be necessary, or that it would make a difference)
- Disabled Steam in-game overlay
- Disabled WLAN/Wi-Fi scanning per Windows 10
- Lowest graphical settings
- Dx11, Dx9
- High priority to the game's process in Task Manager
- Updated all drivers
- Hard reset router
I have not tried a wired connection (as opposed to wifi). That said, I have noticed that when the stutters begin (and continue until the end of the match), my ping will jump momentarily to about 70ms, and then back down to 20-30. Still, I would wager this is a local application / system issue.

My problem has been fixed fortunately but basically I believe it was fixed by valve.
My situation was exactly the same as you described(rolling animation but stay still and teleport). I also tried almost everything i could which were mostly listed above in your comment. I even tried playing dota with my phone hotspot.
BUT all of them didnt help at all.
The only way i can imagine but didnt try is playing dota on another PC OR going to inter-cafe. I bet there was something wrong between the DOTA software and my PC but i cant afford a new one.(BTW, this issue also occurs when i played against robots)
After three days' frustrating trying I had to turn to some other games without playing dota. And dota went well automatically when i accidentally tried after about 3 months.
The other thing you may want to know is that three months ago my PC just collapsed when i was playing ladder match. It kept collapsing every 2 mins while I kept trying to restart PC->reconnect>play Dota, which is quite tiring and i got reported finally. Again, other games went well, Internet went well, PC went well. But This time it was fixed by a trivial update after about 4 days.
So I am raising my bet and would suggest a new PC or turning to other games and wait long enough for the update coming to you
I've been suspicious that these things could be lag hackers or even a balancing tool implemented by game programmers. Interfering in the first fight or first 5 minutes can drastically alter the flow of the game.
In addition to rubberbanding I've experienced other things that look like dynamic difficulty adjustment. Delayed/ dropped inputs, out of sequence spells on rubberbanding, changes in input sensitivity. I can't say its not the actual game...
