i think its because flak canons can proc any attack modifiers, so basically topson's gyro can burn enemies mana with his flack canons
that skill has a very long range reach and a bit small cooldown

It's because some of liquid'S heroes were mana dependent like bristle back or wind ranger so the diffusion on gyro with his flak cannons became very effective.

Flak cannon does not proc diffusal, however the side gunner can (from Aghs), otherwise everyone would buy it. It's a pretty rare (these days) "glass cannon" build, but in that match liquid required the mana to function as §piderdude mentioned above.

It's a mid game item, it gives Gyro stats that he wants, it counters the Bristle and Omni in a way, it gives him a way to "catch WR" and it let him come online at a similar time as Ana.

My take is that is vs a BB and mana burn is surprisingly effective against him.

It's because you can purge Windranger while she active her skill 3 and to lower BB mana's since it's a strong counter to IO.

I am pretty sure diffusal doesn't purge since they removed the charges for it. It just applies a slow instead
