You can set the options via concole commands too:
"Low quality" Internet settings:
cl_updaterate 20
cl_cmdrate 20
rate 40000
"HIgh quality" Internet settings:
cl_updaterate 40
cl_cmdrate 40
rate 80000
And you can experiment making the values even lower.

Finally, use something like "Netlimiter" software to limit other software to download things on the background.
You can also check your home wiring, tweak modem/router settings.
What do you get anyway?
Idk how much a good router extender costs (the one i had first was rather ♥♥♥♥, I do not recommend NetGear, it ♥♥♥♥♥♥ up after the electricity went in our house and it reset to something no one could access anymore so it was unusable), however aftrwards i got one by Diavolo, that was expensive af but really good, ping went to under 100 and lag wasnt as bad anymore (still not the best but more bearable).
Also helps to basically run NOTHING else but dota, check task manager before u play, make sure no update programs run in the background, have a look in the start up tab on there too and disable stuff that dont need to run in the first place. From my experience, every bit counted. :P
If it is really important to you, you might want to consider getting a new/better internet provider as well.
Aside from that im no tech pro, I learned to survive on ♥♥♥♥ internet, but as i moved, ive now got pretty fast connection, even if it costs me a lil bit more per month but i think its worth it.
